The qualifications watchdog Ofqual forced an exams board to significantly lower GCSE English grades for students just two weeks before results were out, according to leaked letters.
The Times Education Supplement last night revealed that Ofqual’s intervention contradicted a key finding from its inquiry into the marking crisis – prompting calls for its chief regulator Glenys Stacey to resign.
Ms Stacey said just ten days ago in a report for Ofqual that the GCSE grade boundaries were correct and set by examiners “using their best professional judgement”.
But letters between Ofqual and exam board Edexcel, seen by TES, reveal that examiners’ professional judgement was actually overruled by the regulator.
The fall in English GCSE grades has caused outrage, especially since they are used by the government to assess schools.
There are fears that education secretary Michael Gove is planning to use the fall in grades to force more schools to convert to Academies.
Stephen Twigg MP, Labour’s Shadow Education Secretary, said it was a “fiasco” and called for an independent inquiry into what happened.
He said: “Michael Gove was warned by Ofqual of the unfairness of the approach in a letter in August, which said: ‘it can make it harder for any genuine increases in the performance of students to be fully reflected in the results.’”
He added: “Michael Gove continues to wash his hands of this whole fiasco. He should heed calls for an independent inquiry, and take urgent action to address this blatant unfairness.”
Gove has so far refused to intervene, but will have to answer questions in Parliament on Wednesday.

I love the way Gove’s approach through this whole thing has been: “A scandal in education? Not my problem. What am I, the Education Secretary?”
Gove is a Murdoch lackey well versed in the dark arts. Conspiracy to fuck over kids for his own agenda to sell off schools to his former boss.
Lib Dem voters who work in education must be so pleased their party is propping up these fraudsters.
What are the motivations of the players in this saga?
Pupils- to get best exam results possible to demonstrate their worth to employers.
Teachers- for pupils to get best exam results possible and demonstrate they are good teachers.
Unions- for pupils to get best exam results possible and demonstrate the competence of their members.
Schools- to get best exam results possible to attract more pupils.
LEAs- to get best exam results possible to show their schools are well administered.
Exam boards- to give out best exam results possible and attract more schools to use them.
Education Minister- to get best exam results possible and demonstrate what a good job he’s doing.
Employers- to be able to rely on exam results and take on new employees that have been taught basic skills.
Higher exam results are in the interests of everyone above except for the last and yet it is only the interest of the last that matters. Credit to Gove for seeing the picture beyond the cosy educational establishment.
Pagar demonstrates the dull, grey utilitarian rightwing view of education which is held by a dismal bunch of – admittedly highly vocal – dullards.
We should never forget that education is great for its own sake, and employers are one amongst many stakeholders who benefit from that and as such are not the sole arbiters of the value of any qualification.

Too sell off education to the private sector that looks at the education budget as something they should have for themselves. Same as healthcare, socialism for the rich.

Yes, credit to Gove for getting outside the box and realising that two kids getting the same marks in the same exam should arbitrarily be given different grades.

Certainly the value of the education received is (or should be!) more than can be expressed in terms of any qualifications granted as a result of that, but that part of the value is unaffected by whether qualifications are conferred or not.
The value of the qualification is pretty much only as a pre-requisite for gaining other qualifications, or for entry into some form of employment, though. Really, since all they do is provide a very quick summary for the benefit of an employer taking on someone who doesn’t have more convincing evidence of talent (experience, relevant references, practical tests, etc.) there probably is a strong case to say that the employers (taken broadly) [1] should be defining what standards they’d like the qualifications to represent.
[1] As if “employers” were a homogeneous group which could actually agree on that sort of thing.

I’m not trying to justify that.
But it seems that, in this case Edexcel were trying to overstate their results by comparison with other exam boards to their own economic benefit. It is a starjump contest between exam boards that has been going on for some time.
Ofqual refused to accept it and Edecel have, presumably, leaked the emails in a fit of pique.
How are we ever going to get value for money from education unless we can hold the establishment to account?

There is an amazingly easy solution to this debate.
The Left and Right should call for the publication of anonymised exam scripts from those who failed to scrape a grade C in English GCSE.

Quite true. I’ve worked in US English for the past four years and tend to flit between the two in a casual context like this one. However, I’m not writing an English GCSE, and nor is anyone else here. Perhaps that’s your problem: you’re not actually a petty-minded arse, you just can’t tell a blog from an exam room.

It is getting more and more interesting by the comment…if one were (rare use of subjunctive) to correct English by the highest standards, one should not use contractions such as it’s and weren’t (the last example being particularly inelegant) in formal writing. Incidentally (you do not need to use a comma after using an adverb to begin a sentence) LondonJ I have noticed that you frequently forget to maintain standards of sentence construction by omitting the word ‘that’ when it suits you: as in ‘I’ve no doubt you believe’…comment 11. Finally you use a split-infinitive in comment 15 in ‘her inability to correctly spell’…many experts believe split infinitives are now acceptable but purists do not.
I should say that I am no language expert (in fact I am pretty certain that language expert should be hyphenated as it is a composite noun) but neither are you Londonj, so I would either give up, go back to Fowler, or not be so uppity if I were you.
Yes. Literacy standards are terrible but many of those who struggle with reading and writing are in good company. Wordsworth used to hand his poems over to his printer to punctuate coz he was unsure of correct usage. The answer to the decline in standards is for everyone to read more and learn naturally by assimilating good practice. Our literary heritage is the envy of much of the world but many of you out there dismiss it coz it is literature, or Humanities.

As for hyphens and other usage, try reading decent novels from the 1920’s, 40’s and 60’s in quick succession (as I’ve just done). Two of Evelyn Waugh, PG Wodehouse and Graham Greene are bleedin’ ill-it-rut.
The leaked emails show that Ofqual was demanding that Edexcel should have standards comparable to those of other examining boards.
Anyone who is concerned about fairness should support Ofqual against Edexcel.
Shouldnt it be simple enough to check the numbers and see who is telling the truth? All things being equal the proportion of kids at each grade should be similar with past exams. If Ofqual are right and the exam was too easy then the January figures should show more high grades than previously. Has anyone tried this? Am I missing something?

What you’ve missed is that OfQual did just that and found that, plus that in July Edexcel was out of line with predictions *and all the other examining boards*.
So either Edexcel is right and it just happened the schools that they examined had improved *dramatically* the performance of their pupils relative to the pupils whom they had taught in previous years and all the pupils at schools examined by different examining boards or Edexcel was wrong and OfQual was right.
All things being equal the proportion of kids at each grade should be similar with past exams.
This was rather what Ofqual were worrying about wasn’t it? That there was an 8 point discrepancy between predictions (which are largely based on previous exam performance) and results – far larger than any other exam board.

(i) I don’t know but I can make some guesses
(ii) ‘apparently’ – the reports that I’ve seen do not show OfQual as actually lying, but omitting to report that they had to rap Edexcel over the knuckles for pushing too far too blatantly in making their exam easier. They didn’t actually change the results – they told Edexcel that it was breaking the rules and that it must obey them, which is technically different.
My guess is that OfQual did not want to admit that Edexcel, which is one of the biggest examining boards that it supervises, had moved the goalposts so far that they were the width of the penalty area because that would call into question their record as supervisors.
It is not clear whether Edexcel wanted to relax standards so much that it would let a bit over one-quarter of those that it examined who should have got D or below get a C or whether as the press say it wanted to let over one-quarter of the *total* who should have got a D or below get a C. The latter seems implausible as that would have meant hardly any low grades at all.

I said “apparently” on the off-chance that the above has been taken out of context or otherwise dishonestly reported. If it’s not, then Ofqual is lying, isn’t it? Edexcel didn’t set boundaries using its professional judgement; Ofqual overruled them.
Why couldn’t Ofqual have said “An examiner screwed up. We stepped in, as is our job”? It sounds to me like it’s trying to deflect blame onto another party. And that makes me suspect that Ofqual knows there are problems with the decision. But like I say, it might be misreported.

There’s certainly something dodgy about this but IMHO the instruction that Edexcel had to obey the rules is not one of them.

No – that was using its *commercial* judgement. I don’t know what profession you belong to but mine makes it very clear that professional judgement requires one to get it right regardless of the financial benefits or disbenefits to oneself.

I don’t read minds so I’m not in a position to defend (or condemn) OfQual but accusations of deliberate deceit could equally well be levelled against all the players in this saga (including Sunny for putting a photo of Gove at the top of the column). The complaints from teachers are because OfQual was actually doing its job for a change and they are lying when they claim their pupils are being treated unfairly. Wwhoever leaked confidential emails is guilty of a breach of trust. Edexcel must have known that reducing the ‘D and below’ category by over one-quarter was unbelievable. All the press, and Sunny, talking about Edexcel using professional judgement and OfQual over-ruling that either know that they are talking nonsense or are too stupid to hold down a real job.
