By downgrading GCSE results today, Michael Gove plans to sell 100s of schools

Last night it appeared that the 2012 GCSE English results have been deliberately manipulated by changing the grade boundaries at the last minute so that more children fail or get lower grades.

The story began to emerge on the TES forums earlier yesterday.

It gradually became clear over Twitter that this was national situation and speculation began that deliberate political interference from the DfE was behind this.

As teachers, pupils and parents began to worry about their own situation it became clear when the Telegraph publish a story entitled GCSE results 2012: ‘failing’ schools threatened with closure exactly what was happening.

It works like this:

1. Government put up the “threshold” for intervention in schools to 40% pass rate A-C in 5 subjects including Maths and English from 35%

2. Government manipulate the exam boards to change the thresholds so fewer children pass English

3. Hundreds of schools now eligible for “intervention” and are forced to become academies run by chains favoured by the DfE

Yes it really is that simple and blatant.

The problem is Gove seems to forget that the collateral damage here is to real children. Whatever you think to GCSE exams moving the goalposts in the middle of the game seems a particularly cruel thing to do. Especially when the victims are our children.

What is just as interesting is that the mainstream media has ignored this (with the exception of the Guardian). Even the Independent is not running this story. The Torygraph is using technocratic language about grades and the BBC is effectively presenting a one-sided story entirely from the Tories’ point of view.

There is a scandal here as children are deliberately failed in order for Gove to be able to privatise schools. This is Russian-style corruption pure and simple, except, unlike in Russia, children are the victims.

I suspect the reason why this hasn’t garnered greater scandal in the papers is because it’s dog bites man. Fucking about with thresholds at the last minute in order to downgrade loads of pupils has been a feature for, well, I recall it being brought to my attention around 2003, and I don’t think it was exactly a new thing then either.
Admittedly in those cases it was in a effort to maintain the ‘exclusivity’ of an A grade rather than a political attempt to reshape schooling across the nation.

It’s all hysterical cobblers IMO. Compare the facts first:

This year’s results show 69.4% of entries earned grades A*-C, compared with 69.8% last year.

There is also a fall in the proportion of pupils receiving the top A* and A grades, down to 22.4% from 23.2%.

I think they always set the thresholds at the last minute, or pretty close to it, because you need to get the results back first – if you set the thresholds ahead of time, then find that the results mean that 80% of kids got As, you have a problem.

The rest sounds dodgy as hell, of course. I think the acid test will be whether the Tories are honest in comparing this year’s results to historical ones, or whether they try to pretend that the disparity is down to a fall in standards rather than changed rules. Hopefully Labour will be helpful and make sure to remind Gove of the details when this comes up in Parliament and the media.

Going to be fun to see comments on this one.

Basically national results are adjusted each year to ensure they are equivelent to the previous year.

This is often overlooked when idiots complain that exams are getting easier – because many people are not capable of thinking beyond a zero sum game (and thus reflect that new teaching methods and technologies and so on generate better results over time).

The other thing that is seductive about the complaint that exams are getting easier is self-interest and our sense of self-worth being diminished. Kids getting better exam results than us are better educated than us – but being older we don’t like to admit that too comfortably – so “but it is easier now” is a rather easy get-out for our egos.

So it will be fun to see how the usual bastions of such ill-informed ranting feel about exams “getting harder” this year…

That’s all quite aside from the corruption behind gifting our schools to members of the government and their friends to make money from. That’s a national disgrace and in other countries would see criminal charges bought when the new government gets in (partly to justify taking the property back without paying for it).

Yes let’s look at the relevant facts. Some 63.9% of entries for English were graded A*-C, compared with 65.4% last year. So a 1.5% change which is significant. That means another 10,000 children failed compared to last year. Of course English is particularly significant as schools are graded on the % of children getting 5 A-Cs including Maths and English.

In addition to this there is clear evidence that some schools have been hit disproportionately hard reporting 10% changes or more with no apparent reason other than the grade boundary changes that we know for a fact took place between Jan and June.

Put simply if you sat a paper in January the passmark was a good deal lower than the same paper in June. It seems the combination of when a paper was sat, what Board etc has made huge difference to a large number of pupils and schools.

You see conspiracy. I just see the usual political meddling carried out by all political parties since education become controlled by the state.

Don’t forget that Labour dumbed down educational standards by allowing stuff like classes for nail technicians and weak subjects like citizenship. How many children leave school able to read and write now. Fewer than it was in the 80s. And don’t blame that on the Tories, that was Labour.

The Tories are just the same as Labour. The only difference is the type of meddling. Labour dumb down educational standards to make it “fairer” for everyone. So you also get stuff like competitive sports being banned because it’s unfair that a child wins when everyone of them should win. Tories do it by changing standards to make the stats look better. Neither do it for the benefit of the children.

What education really should be is the teaching of some basic literacy and numeracy to allow them to live in society. The rest should be in training them to be learn so that they have the right analytical skills for any subject, be it sociology or physics. The end result is to make them hireable by companies because that is where 99% of people end up. Working.

All this should be free of state set standards. The only thing that matters are results which employers understand. So it could be any test or exam or coursework, so long as the employers can see how good a school leaver is.

Obviously, this is blatant discrimination against boys compounding the present woeful situation that a majority of undergraduate students at Britain’s universities are now women. It didn’t used to be like that. Something must be done.

What is genuinely puzzling about the spatial distribution of GCSE results is why some Local Education Authorities regularly rank at or close to the top of the league table, based on the average attaiment of candidates in the exams, while others regularly rank at or near the bottom.

The predictable explanations of local poverty or high local spending on schools don’t work well under scrutiny. Some relatively affluent or high spending authorities only get middle ranking.

1st the A-level results were down and now the GCSE results. In previous years when Governments were calling for all to go to Uni the results were amazing, now when the money becomes tight grades suddenly fall sharply.
I don’t believe in coincidence.

The exceptions of those that end up in the middle (as was your example) don’t mean there isn’t a trend that holds true. Statistical anomalies are a real thing and don’t negate the value of analysis.

What bothers me is that no one ever publishes that kids born in the first half of the academic year outperform kids born in the second half of the academic year.

i just did my GCSEs and i got the results today it was good except for the english which should have been Cs. i got some Bs in the exams and some Cs but the overall grades in english language and literature are Ds my friend got Bs instead of the As she deserved thanks a lot michael gove most of the 16 year olds this year have done crap in english just because he wants to sell off schools and make money for the government he didnt care about the teenagers getting bad results this year. otherwise i would have only had 1 D overall

My understanding was that kids in the same class who were born early in the academic year tended to outperform kids who were born late in the academic years because they are older, although the advantage disappears as all get older.

i got my results today my english results were bad they should have been Cs but nooo thanks to a clever guy called michael gove they are now Ds he just wanted to make money by selling off schools and making money for the government but he didnt think about the impact it had on the people who got their results this year we are only kids and he has just made me so upset i dont know how im going to get into a good university or find a good job thanks to him. i ll be old enough to vote in the next elections and i am definately not voting for them i dont want the same thing to happen to my sister when she does her GCSEs just for the greed for money for the government. i am literally shocked. gove is probably an italian man who is pretending to be british and is intending to make teenagers in england get bad grades in their GCSEs. oh wait he’s already done it. i think we should all get papers remarked and get given the grade we all deserve.

Based on my experience with science courses with controlled assessment, this does not seem that unusual. I don’t know how this English course works, and am happy to be corrected on any of the points below, but its worth mentioning the following:

1) Sounds like this was a new course. First results on a new course are often odd – most often raw marks are unusually low because some centres have not fully adapted to the new specification. This is usually ‘corrected’ with more generous raw mark to ums conversions (changing the ‘grade boundaries’). Such methods are known to lead to systematic grade inflation as the subsequent year will be calibrated against the ‘adjusted’ year so the ‘boost’ becomes frozen in. It is possible that such methods have now been stopped.

2) The introduction of controlled assessments. In science the raw mark to ums conversions for controlled assessments are very different than those on written examinations. For example, the A* boundary might be 36/40 for a controlled assessment but as low as, say, 30/45 on a regular module that carries the same weight for the overall qualification. This is because marks are systematically higher for controlled assessments and the most likely explanation for this is that some centres cheat by disclosing the exact nature of the paper to pupils in advance or by not ‘controling’ the controlled assessment adequately in some other way. Another possibility with the science version is that pupils can do multiple controlled assessments and submit their best effort; with large sections of the assessments being basically common between the papers it is not surprising that marks are higher for these. In the case of these English scores, it could be that national raw scores were relatively high for one or both of these reasons and so centres not using one of these ‘methods’ to boost pupil scores might well find their grades down on this assessment.

3) Different ums conversions in different sessions. Comparing again to controlled assessments in science, this is not a new thing. The science controlled assessment papers (on the outgoing syllabus) were ‘active’ for several sessions and the ums conversion was often different session to session. This means that the same assessment paper, with the same raw score, could be submitted in one of two or three different sessions where it could potentially earn different ums scores / grades. This is probably due to the overall quality of the papers submitted in the session in question and might be altered by advanced students submitting early or older students resitting. Similarly, written examinations sometimes show differences in ums conversions between the January and June sessions, again possibly due to the relative strength of the submitting cohort.

Can anyone with experience of the course in question comment on these possibilities?

im 29 and just re sat my gcse english, I was predicted an A, but recieved a B. Im studying an english and history degree and have just finished my 2nd year. There are problems somewhere!

Im so disapointed for the teenagers this will affect. I freely admit I didnt try hard at school but worked my backside off for it this time around .I dont have to get myself a place at college dependant on my grades but plenty of these kids do. I want to teach and needed good grades to progress to teacher training so can relate a little. This isnt just an issue for 16yr olds, I know adults who required a C grade for future employment prospects and are devestated thry havent achieved their predicted grade.
Im sure the teachers of this gcse will be gutted with this years results and will have put just as much work in as the kids….. I know my tutor did! Its really not fair on anyone ……apart from the government obviously.

Probably in the case of PE teachers. I expect being able to correctly demonstrate how to do a gymnastic tuck is a higher priority than writing well for them. And we do need many many more PE teachers if we’re going to have our patriotic mandatory 2-hours of competitive sports a day for schoolchildren because Olympics. We have to start preparing for the Rio Olympics in fours years time to maintain the medals haul.

The trouble is, as they say, all good things must come to an end and grade inflation had to end some time or all candidates would be getting A grades.

What has happened is what happens when grade inflation ends. What we really should be worrying about is this situation before grade inflation ended:

None of that addresses the OP. The OP suggests that GCSE results have been downgraded; by different logic, you could argue that exam results have been upgraded.

Michael Gove is accused of changing the rules (by bullying examination bodies) for exams in order to create more “failing schools”. OK, then, tell us about it.

*If somebody sends me something in TXT spch or in FULL CAPS, I don’t read it. The nuances of a letter or email message or this rubbish comment, using formal language and punctuation, are difficult enough to understand. And if it is really important and you can’t talk face to face, a phone conversation is second best.

@50 As far as civil service types go, the reason why they send emails in full caps is laziness/habit. Because the majority of their computer based work on their system uses all-caps, caps-lock remains on at all times. So they don’t bother turning it off when switching to outlook.

AND…

4. Schools that become academies are not bound by the same pay and conditions agreements that the unions have fought for. At the moment the academies pay the going rate because otherwise they wouldn’t get the staff. When enough schools are academies they won’t have to.

It’s a long-term strategy. Cameron hasn’t got the miners to take on like Thatcher had. Instead, as we saw from day one after they were elected, it’s the public service unions.

3/ David Cameron promised live on television during the 2010 electoral campaign debate live the following : I David Cameron believe that a good test for any government is judged upon how they care for their most vulnerable in society in good times as well as bad times. He went onto promise : If you are sick, disabled, frail, vulnerable or the poorest in society you have nothing to fear if he (David Cameron) becomes prime minister because he would protect that group of vulnerable people in society if he gets into Downing Street. That has all turned out to be a pack of lies because Cameron along with ATOS have done the complete opposite to what he promised.

4/ The you have the tuition fee saga which will mean students coming out of university thousands of pounds in debt.

The list goes on and on and on. If me or you had of stolen from our employers and then lied, we would have been arrested, charged, taken to court and imprisoned for the crime of theft. We would have also been unemployable for having a criminal record. It appears to me that this Tory Led Coalition is built on the foundation of deceit and lies. What makes it worse is that dishonesty appears to be acceptable within this Government and it is more than happy to take on dishonest politicians like David Laws even though it is common knowledge throughout this country that David Laws is a corrupt/thief and liar and was caught Bang-To-Rights and nothing has really happened to him but now he is rewarded for stealing.

This Tory Led Coalition is taking this entire country for a ride and they are laughing at us. I will not even bother going on about Cameron’s good buddies Brookes & Culson as I guess you get my point.

I sincerely hope that you have lost that notion that : my grip on reality is sadly lacky.

I would like to point out it is not just the younger pupils who are affected here. I took my GCSE maths exam again this June, after 30 years with other mature students, for me to obtain a place on a post graduate teaching course of which was offered and a fantastastic teaching placement had been secured.

I paid £££ for a night class course in maths also fees for the exam. So alot was at stake to pass maths GCSE. Unfortunately I failed being 19 points away from a C grade which is the requirement for the postgraduate teaching course. I admit Maths has never been my best subject but it made alot more sense in my later years. It makes me wonder if the grades were not down graded, if I would have passed.

As a consequence of this I cannot start the PGCE course and have to start the course in a years time and yet again pay out more money for a resit in November.

I feel sorry for the younger pupils who must be so disappointed but for anyone who took any GCSE’s this year.

Very frustrating!
