Clegg chose Lords Reform over NHS bill

The Times this morning had this extraordinary revelation (page 12), which its author Sam Coates tells me is absolutely true.

Nick Clegg had an opportunity to kill the NHS bill last year after the AV debacle.

Instead he chose to push for House of Lords reform.

I said at the time it was obvious the right thing to do was LDs say they wouldnt back the Bill, that way Cameron would be able to save face whilst dumping the Bill and the LDs would have looked stronger. It was an open goal.

Some of the Tories would have blamed Clegg if he did kill it, but many others would be breathing a sigh of relief.
More importantly, it could have been something major he could have pointed to.

Clegg seems to me to be the most inept politician Britain has had in recent times – worse than even Gordon Brown in salvaging any situation.

Colour me sceptical on this, as well. I remember hearing about Downing Street being concerned about strategy on the HSC bill, but in the end they showed determination to push it through, despite all the attacks on it and despite loud Lib Dem opposition giving them the excuse it was claimed they wanted here. Seems doubtful.

Also, even if true, Clegg was probably under the impression that he couldn’t ask for a scalp like that (for precisely the reason that it’s probably not true).

That’s the problem. The leadership of the LibDems are every bit as right wing as the Tories. Clegg didn’t stop the NHS Reform Bill when he could because he didn’t want to. Nothing to do with tactical naivety.

I am out of words to say anymore. There is no one looking out for the people who matter. If you have money your fine. If you are a group struggling to help children develop or a support group your screwed. Helping people to get a better way to live their lifes doesn’t matter. Then they wonder why so many people kicked off last year. This is a very country and the sooner they realise that the better.

Cameron would have dropped the Health and Social Care bill, but only if Nick Clegg asked?

That seems like abject nonsense.

Firstly, if he would haved dropped such a central government policy so easily, why wouldn’t he have just done it anyway?

Secondly, and more importantly, letting Nick Clegg stop it would have improved LibDem poll ratings, destroyed Cameron’s authority in his party and would have handed Labour a major victory.

Only David Icke could believe that level of tosh.

I suspect the House of Lords is an irrelevance to many people, where as the NHS is very important to most of the population. It occured to me that Nick Clegg had put Lords reform before the NHS.

This actually fits with something a few of us never understood about the NHS Reform Bill.

It never made sense as to why Cameron saw through an NHS Reform bill that was never in his manifesto – and while it was utterly undoing all his work to build public trust in his party on the NHS – and whilst so many back benchers were so keen to see it dropped because of the flack they were getting from doctors and constituents alike.

In effect, perhaps he had this get-out planned – and the Lib Dems – believing whole heartedly that the reform bill didn’t go far enough in making the NHS a private sector led service – surprised him by being more committed to the market than he is. (Cameron, ironically, is more pragmatic about such things than his party or than the lib dem leadership).

Havin had this get-out planned he had perhaps never set an internal narrative for cancelling – and simply saying ‘it is really unpopular’ would have made him look weak to a number of his colleagues and would have set Lansley as an opponent to him from then on – in a way that ‘the lib dems won’t let us’ would not.

So perhaps the Lib Dems really have had a proper influence on this coalition. Perhaps without them the NHS reform bill would have had a different narrative and Cameron would have been able to halt it when it so badly undermined public support for his party.

Getting rid of an unelected joke of a second chamber seems like a more important priority than whether some NHS services are provided, still without charge to the patient, by different private contractors from the private contractors who already provide some NHS services. That probably reflects the fact that I’m a wicked liberal and not a dogmatic socialist.

Easier to save face if your Coalition partner wants something dropped rather than telling everyone you are doing a u-turn.

most inept leader certainly. Clegg is going to be used as a textbook example of how not to negotiate if you are the smaller party in this situation.

It is well known that the smaller party in a coalition is likely to take the hit whatever happens because they can’t be a home for protest votes in the future. So what matters is securing something long term – usually of a constitutional nature. In the UK the obvious example is Plaid Cymru’s deal with labour where they got legislative powers for the assembly. Something worth taking the electoral hit for as it strengthened the institution. It also has to be something that the bigger party is unlikely to do on its own.

All Clegg has to show for this at the moment is raising the personal allowance – something the tories may well have done anyway, and not a long term game changer.

There is nothing wicked about supporting the tories on the NHS. I would call it cowardly. As for dogma, the tories won’t be happy until everything thats not nailed down is privatised.

Clegg has made all the wrong decisions of importance. Yes, he could not deal with Labour because 1 he did not have the votes, and 2 labour had clearly lost the election.

But neither had the tories won an outright majority.(something the tory party needs reminding of on a daily basis) What he did not seem to grasp was he had better cards than he thought he had. Within hours of the election result the tories were going into civil war. The Right was furious with call me Dave for not winning outright. Ashcroft was attacking Dave, for his campaign. Cameron was history unless he could get the tories into govt. All Clegg had to do was offer support on the budget for national stability. He did not need to give away health and Education policy.

Having used the lie dems the tories are now going to humiliate them right up to the next election. Theng they now want is 2 more budgets, and the boundary changes Clegg gave away. I’m sure he will give them what they want. Clegg is now suffering battered wife syndrome.

We need healthcare reform. The bill, or something like it, is needed. Too many people are taking out of the health care system in the UK, and not enough are paying in.

And the healthcare system in the UK needs money. You need your brightest and cleverest people to become doctors, and at the moment the incentives to come in to it and stay in it are poor – especially when you compare their remuneration to the financial industry. That can’t happen at the moment while most of healthcare in Great Britain is paid for by the taxpayer, via the government, and without a decent private healthcare sector and some limits on people’s use of the system. The fact that you might get a pension if you live long enough, isn’t what drives most people on.

Lords reform is a really important matter. I applaud the LibDems for recognising this. The bunch of genetic misfits and past-their-sell-by-date clowns currently populating the chamber need to be moved on. But how the hell is that going to happen unless the LibDems, or someone else, actually get on with it and do it? That bill needs pushed on with.

Well, yes. This is because most people are completely constitutionally ignorant. This is why we have representative rather than direct democracy, thankfully.

People do however care about the NHS mainly because most of us use it at some time or other.

Well, yes. But most people don’t also use healthcare in places like France or Germany or Australia, where the taxpayer remains the major source of funding, but where there is a wider mix of private and public delivery leading to generally superior outcomes at a similar level of total spending.

Probably if more did, then they wouldn’t buy the frankly loopy scare tactics being used by the bill’s opponents.

(I disagree with Thinking Man, though: UK healthcare spending is in line with other EU countries, and doctors are well-paid by international standards. Comparing them to the FS industry is ridiculous: people enter FS despite the fact that it’s a miserable job because they love money; whereas people enter medicine because they’ve been unable to imagine themselves doing anything else since they were kids).

Ummmm, not sure what’s so shocking about this. They came back with two items that were clearly Lib Dem policy and didn’t demand the rejection of something that was also, errr, broadly consonant with Lib Dem localist policy. Might still have been a bad idea, but it’s not inconsistent.

Whilst I accept that the bills opponents don’t want private sector involvement, opposition is far more widespread than merely on this. The reforms will also do far more than merely get private providers in.

If you simply wanted a better mix there would be far more simpler things you could do – you could simply relax the procurement rules for existing trusts and health boards.

I fail to see how abolishing these trusts and boards and replacing them with GP consortia (who will merely end up employing the same staff anyway, but probably with more administration costs) is neccessary to achieve this.

[29] specious argument I’m afraid – none of the parties have said in simple terms, lets abolish the NHS and replace it with an insurance model, have they – I wonder why not, if they idea is so good?

Perhaps one reason is that advocates of an insurance model would be expected to produce some kind of evidence that the health of the nation would be better off with insurance companies taking their cut from the health budget pie.

We do know that were insurance models are practised (France, Germany, Switzerland, etc) costs have ALWAYS been, and still are greater than those of the NHS (not least because of the levels of bureaucracy required to administer such an exciting range of sexy health policies).

Here’s a little sum for you – go back to 1948 and roughly calculate what the cumulative difference in spend has been comparing the NHS to insurance based systems in the countries mentioned above – then try to convince the public why, despite a very significant financial disparity, yet little difference in many clinical outcomes, they should give up a system, that despite some obvious failings has proved to be equitable, effective, and reasonably priced.

Surely the best solution is to address some of the failings in the current model rather than hand our health care over to former Goldman Sachs employees like Ali Parsa?
