Where did £1.5m for Jubilee stewarding go?

Last night the Guardian revealed the extraordinary story that a group of long-term unemployed jobseekers were bussed into London to work as unpaid stewards during the diamond jubilee celebrations.

Not only that, they were told to camp under London Bridge the night before the pageant, had no access to toilets for 24 hours, and were taken to a swampy campsite outside London after working a 14-hour shift in the pouring rain.

According to Shiv Malik this was all part of the government’s Work Programme. Alternatively called the ‘Slave Labour Programme’.

But didn’t the government allocate money towards stewarding the river pageant?

Actually it did.

Documents posted on the GLA website (ht @SE1) show that the GLA, Home Office and DCMS contribute £500k each for stewarding and crowd control.

Following multi-agency assessment of the scope of River Pageant and the requirement for adequate stewarding and crowd management arrangements along the route on the north and south banks of the Thames, it is proposed that DCMS, Home Office and GLA make an equal contribution of up to £500,000 each towards the costs of such arrangements.

The PDF documents say the £1.5m was raised. But where did the money for stewarding go?

Did that £1.5m go entirely to the contracted companies, and not the long-term unemployed people they drafted in?

More questions need to be asked about this incident.

UPDATES
The company involved has now apologised for the “misunderstanding”… that led people to being dropped off there at 3am instead of 5am. That’s it.

It also looks like that, as a result, the Queen was put at security risk as the staff weren’t vetted adequately. There are now demands for an inquiry by John Prescott.

Neo serfdom coming our way fast.
It’s worth pointing out though that slavery is being compelled to work against your will rather than just doing unpaid work, because otherwise volunteering would also be slavery. In this case the compulsion is contained in the work programme.

CPUK say, in the Guardian article, that they paid £100 per head for boots and combat trousers. If true, someone’s in the wrong job.

As a retired buyer (shipbuilding), if I couldn’t get those for at least half that, and possibly less, I’d deserve to be fired. Hell, I could go online right now and get boots and combats for £50, and that’s at retail prices. Given the time these clowns have had to shop around, and trade contacts, I could probably do better.

If this level of inefficiency is repeated at the Olympics, we’re screwed.

And I’ve seen bandied about that there were 7,000 such stewards.

£220 times 7,000 is, umm, just about £1.5 million.

No, of course, not every steward will have needed to get this qualification: some will already have had it. But if as and when anyone gets to the bottom of where the £1.5 million went I’m sure we’ll find that a goodly proportion of it went on such paperwork malarkey.

Good thing we’ve no red tape that needs burning, isn’t it?

Well the government paid for people to steward the event, they didn’t pay for private companies to use the money for their training budget and then not pay their staff, if we accepted your theoretical, just asking questions, version of events.

The qualification the company are referring to is NVQ Level 2 in Spectator Safety, which is down as a six month course. NVQ level 2 courses are courses you take to recognise the skills you already have in your role. It is then transferable to another employer, but the as the only way you can get the NVQ2 is to already be doing the job, it means you’ll already have the experience on your CV that you need to get the job. It’s a bit of a useless qualification.

Note it also takes six months. The scheme Close Protection UK are taking advantage of is the one where you can pay employees the apprentice wage as long as they are doing a qualification, which because they are simple and require very little actual time, is usually NVQ2. This means that instead of getting paid whatever the going rate is you get paid £2.80 an hour instead, and you can even be doing an NVQ2 with existing members of staff who are paid a proper wage and doing the same job as you.

CP-UK had 50 apprentices and 30 unemployed people on this job, and the unemployed people were told they would be paid for doing the work when the got on the coach in Brighton or Bristol, and then told they wouldn’t when they got off in London, and were told if they refused to volunteer to do it they wouldn’t be considered for paid work during the Olympics.

How they were meant to get home if they didn’t volunteer to stay was not covered.

I know this is the system as it is supposed to work, but do you not have any problems with this? No opinion beyond a little bit of whataboutery?

What does that have to do with anything? Seriously, if you wanted to have a pop at Prescott you should mention his infidelity or his record in government. I feel sorry for you having wasted time typing such an irrelevance. Either way neither have anything to do with this story.

The story over the stewarding is indeed a disturbing one and I’m sure there will be more to come out in the near future. If indeed there were costs for training and equipment then the company should have said that £1.5 million wasn’t enough and turned down the contract. It’s worrying that they felt it was acceptable able to cut their costs by not paying their employees.

Firstly, which company Close Protection UK paid for training the stewards – was it Leadership Development Centre which, I discover on LinkedIn, is, like CPUK, owned by you? If so, were Tomorrows People aware of this common ownership? What measures did CPUK put in place to ensure that all the stewards had completed the necessary training before the Jubilee? Would you also clarify if the cost of the equipment supplied to the stewards was recouped from the fee charged to the Jubilee organisers by CPUK, recouped from another organisation or government body, or donated as an in-kind benefit by CPUK? Clearly orchestrated, i.e. anyone who knows how AQ works will realise that the BBC hands the invite process over to local organisers. They invite their mates, especially a problem in Middle England.
