Tories try militarisation to deal with protesters
This very worrying excerpt is contained in an article for the Observer tomorrow:
As police face continued criticism for failing to control the march, the Observer has learned that defence firms are working closely with UK armed forces and contemplating a “militarisation” strategy to counter the threat of civil disorder.
The trade group representing the military and security industry says firms are in negotiation with senior officers over possible orders for armoured vehicles, body scanners and better surveillance equipment.
The move coincides with government-backed attempts to introduce the use of unmanned spy drones throughout UK airspace, facilitating an expansion of covert surveillance that could provide intelligence on future demonstrations.
Derek Marshall, of the trade body Aerospace, Defence and Security (ADS), said that such drones could eventually replace police helicopters. He added that military manufacturers had discussed police procurement policies with the government, as forces look to counter an identified threat of civil disobedience from political extremists.
Meanwhile police sources say they have detected an increase in the criminal intentions of political extremists and are monitoring “extreme leftwing activity” in light of last week’s student protest.
The office of the National Co-ordinator for Domestic Extremism (NCDE) said it was feeding information to Scotland Yard’s National Public Order Intelligence Unit, which holds a database of protest groups. NCDE, which in turn works closely with the Confidential Intelligence Unit that monitors political groups throughout the UK, said it had already recorded a rise in politically motivated disorder.
What the hell? A few idiots break windows and these people are already discussing a big jump in monitoring protest groups?
Wonder what those Tory civil libertarians will say about this now.
Update: Kevin Blowe has more:
…today’s hysteria about ‘militarisation’ is followed by a more telling piece of spin – another opportunity for the Observer to act as NETCU’s mouthpiece, with unnamed ‘police sources’ claiming an increase in “the criminal intentions of political extremists” and “extreme leftwing activity”.

Nothing. Libertarianism in the UK means lower taxes, dismantling the welfare state and zero interest in the size, scope and conduct of the police unless they are enforcing the speed limit.
Can’t say I didn’t see this coming, can you?
Being fair on civil liberties was just a smokescreen. As soon as the public started opposing government policy they were bound to yes force to crack down on the resistance.
Tory Scum! Off Our Streets!
Bring down the state.
Is this new? I have this vague recollection the previous Labour government were planning exactly the same thing…
A ‘vague recollection’?
I’m convinced.
Sunny,
you fool! This is a serious matter and you want to score cheap political points? If leftwingers like you have finally woken from your slumber on civil liberties, then well and good, but don’t blame libertarians for this stuff. We’re obviously against it – whether it’s done by Labour or Conservative. What about you?
. We’re obviously against it – whether it’s done by Labour or Conservative. What about you?
Well, I’d like to hear Tories come out against it. We were always against Labour attempts to restrict civil liberties, including ID cards, so it should be obvious where I and most writers to the site stand on this.
Well, alright then. I’ll let the tories speak for themselves, but what I see is continuity from the last government, which had a mile-wide authoritarian streak.
I think the litmus test for Tory civil libertarians is going to have to be something a little more substantial than a rather vague article in the Observer, which is hardly a disinterested party in all of this.
More to the point, though, I love the way Sunny airily dismisses this week’s violence as “a few idiots breaking windows”. I wonder what he would have said if that fire extinguisher had hit and killed the policeman it was aimed at.
<i.Libertarianism in the UK means lower taxes, dismantling the welfare state and zero interest in the size, scope and conduct of the police unless they are enforcing the speed limit.
I know this is just semantic correctness, but the only British politicians who have ever been described as “libertarian” came from the left of the Labour Party – Michael Foot, Tony Benn, etc.
There’s a lot you can “wonder” about if you like Andy H… but it didn’t happen. And it was one guy. And I’m not even sure what ‘surveillance’ you would recommend to stop anything vaguely dangerous happening in the future other than banning all protests.
Small state market economics tends to go with big state repression and the corporate world is always keen to make cash from chaos.
The Liberal Democrats look as if they are taking Naomi Klein’s Shock Doctrine as a guide to action.
Of course the Guardian/Observer urged us to vote Liberal Democrat putting this present government into power….we live in an increasingly manipulated society but media power rather than state violence is the main means of control
You have to say though that if the Cleggerons are planning on continuing Labour’s drift towards a police state they’ve made a poor start.
One of the early things Margaret Thatcher did on attaining power was give the police a most generous pay settlement – whereas the Coalition is handing them budget and manpower cuts and asking their most experienced officers to take early retirement.
I think there’s a continuity between Tony Blair and Tory Blair – both are Pelagians. Pelagian governments believe in Man’s perfectibility and innate goodness. As this fails to produce the perfect society, so do initially liberal Pelagians tend to turn towards coercion, more laws and greater police powers.
Conservatives were traditionally Augustinians, people with what Thomas Sowell called the Constrained Vision or the Tragic Vision of humanity.
In the Tragic Vision, humans are inherently limited in knowledge, wisdom, and virtue, and all social arrangements must acknowledge those limits. “Mortal things suit mortals best,” wrote Pindar; “from the crooked timber of humanity no truly straight thing can be made,’ wrote Kant.
Cameron ain’t one of those and neither is Clegg. They’re both, like Blair, believers in the idea that society can be perfected if the right managerialists (them) are in charge.
@ 5 Trooper
“If leftwingers like you have finally woken from your slumber on civil liberties, then well and good”
Um, what slumber would that be? I assume you’ve got something more sensible that assuming all left-wingers support every policy of New Labour.
Militarisation of response will not deal with two facts. The Conservatives have lost all reason in fighting huge swathes of the electorate on so many fronts at once. Why do they hate us (including many who voted Conservative) so much? Secondly there are 62million of us and a lot fewer of them. The Conservatives are having a good go at the Police as well with lay-offs and poor pay – how many will support bashing other people who have been sold down the river just as they have? In any case the Conservatives are reducing Police numbers and I cannot see the British Army finding much enthusiasm for kettling student demos.
Another thought: if Woolas can be ousted as an MP for false campaigning in the election, then surely Nick Clegg is every bit as vulnerable if not more so. University students campaigned for Clegg in Sheffield on the basis of his promises about tuition fees. He lied. This was false campaigning. He won his election, then knifed students in the back. I am a LibDem member and what Clegg has done to our Party is pure absolute wickedness.
All round the world we are seeing popular unrest – Ireland, Greece, France, Spain. The Conservatives’ policy of blaming Gordon Brown for everything hardly explains what is going on elsewhere. For me Gordon Brown’s greatest failure was in allowing the banks to get such a strangehold on government, and the Tories would have done exactly the same, which they are already. What we seem to be seeing is a reverse of what happened in the Russian Revolution – the new Tsars are asserting their ‘right’ to rule and to crush the aspirations of any- and everyone else. Good time for the UK population to be less docile watching their livelihoods, jobs, education and homes being taken away from them.
What drips we can be sometimes. Let us hope we’ll put up more of a fight this time.

Whatever the rights and wrongs of the matter: lying about your political opponent in the way Woolas did is illegal. Breaking election pledges is not. And I’d hesitate to advocate making it illegal because it would leave governments unable to react to any developments after the election.
“Whatever the rights and wrongs of the matter: lying about your political opponent in the way Woolas did is illegal. Breaking election pledges is not. And I’d hesitate to advocate making it illegal because it would leave governments unable to react to any developments after the election.”
I agree about Woolas. In a way Clegg lied about himself, so does that make it less illegal? Lawyers get rich arguing this sort of thing, and if the NUS has enough budget for barristers my guess is that they could apply the same law to Clegg. The recent Guardian piece makes it clear that Clegg knew well in advance of the election that he knew he would not stick to his tuition fees promises. That he continued to campaign on the tuition fees basis is a lie every bit on the same scale as Woolas’s. I agree that governments and ministers must be free to adjust policies following the course of events subsequent to an election. However in Nick Clegg’s case he changed his mind during the campaigning before the election but did not change his campaigning because it was winning support and votes the longer he kept lying.
I have to say I find it a bit odd that an election can be invalidated on the grounds that a candidate misled voters into supporting him based on false statements about one of his opponents, but not that he misled voters into supporting him based on false statements about himself. But that’s the law as it stands, and for that reason Woolas and Clegg are not comparable.
As a Tory civil libertarian I’m happy to condemn the increased use of serveillance equipment and body scanners (although if demonstrations became really violent I can see why armoured vehicles might be required as a last resort).
However, if there is evidence that certain groups are planning violence then I have no problem with those groups being put under limited serveillance as long as there is no interference with them unless they attempt to carry out their plans.
This reminds me of something (I think) Matt Wardman said, couple of years ago, when Labour’s civil libs destruction was still at its height. He said they were putting up all the posts, and all it needed was some fascists to come along and wrap the barbed wire round them. Here comes the barbed wire. It just underlines what a juggernaut you unleash once you start dismantling traditional freedom.
This isn’t a set of developments that should make anyone want to get involved in partisan sniping. We need to start focussing, among other things, on the Freedom Bill, the official date for which is, I think, still 2011. The Tories, as well as the Lib Dems, are vulnerable to face-saving pressure on this – they’ve set out civil liberties as a core concern, there is at least scope for them being held to it. This means a balance between holding Clegg’s feet to the fire, and helping him show the Tories the pressure exists. He successfully backed IDS on benefit reform, he can certainly be expected to throw his weight around within his own portfolio.
(I don’t buy the suggestions about timing in the slightest by the way – negotiations that are happening right now, as the article implies, cannot be the result of last week’s demo. You don’t bung in orders for this kind of hardware along with your stationery supply. That suggests a strategy has been in the pipeline for some time, and that’s far scarier.)
Well of course they’ll increase monitoring of groups who plan destruction of property.
But here is an article from 2009 that may be of interest; I think it’s extraordinary to store the details of law-abiding people and record their activities in such a way. Why bother doing so, let alone invent why it’s necessary and proportionate?
(it’s somewhat ironic that some people say civil liberties campaigners are paranoid, while civil liberties campaigners aren’t the people harassing journalists and protesters, keeping their details and recording their movements.)
Monitoring protest groups? So what’s new…

Indeed. If you’re at all influential in alternative politics you might as well assume that you’re being watched. Saves a lot of tedious peering behind bushes.

I agree Alix – though I have a feeling how the decision on Control Orders will offer a good indication as to how it will go down…
@15: Breaking election pledges is not. And I’d hesitate to advocate making it illegal because it would leave governments unable to react to any developments after the election.
That’s a reasonable objection. So instead of making it illegal, instead why not make them fight a by-election. Then Clegg (for example) would have the opportunity to explain to voters why things are now different and his manifesto commitment no longer holds.
If politicians can change their minds about what policies they support, then we the voters should be able to change our minds about what politicians we support.
All the 3 main parties sing from the same hymn sheet, generally. The only differences are that the Tories are still more economically literate and Labour are obsessed with equality, waaaaayyyyycism, social mobility and political correctness.
UKIP is our only hope.
More to the point, though, I love the way Sunny airily dismisses this week’s violence as “a few idiots breaking windows”. I wonder what he would have said if that fire extinguisher had hit and killed the policeman it was aimed at.
Says student to judge – ‘I didn’t mean to kill him, just maiming him would have done. Also my student grant is much more important than any policeman.
A simple observation based on historical fact: A government of ANY kind without a mandate for its policies (this one) and which cannot achieve or maintain consent for its policies (like this one) has two choices, it can either change its mind or it can use coercion/force….
….this one has no intention of changing its mind and will resort to coercion and force sooner rather than later….
Mr Cameron is determined to stay in power (he does not want to be another Ted Heath), he and his colleagues genuinely fear for the future of capitalism and of the interests of their Class if they lose power….its been a long time since I used that word, Class….
…so they have early Victorian ideas on economic and social policy…and we all know or should know how ordinary people lived at that time….life was short and brutish and the coercive power of the State was deployed time and again against ordinary people,….as it will be again….expect the worst and prepare for it as best as you can.
Ed Milliband was at a Tesco warehouse in the North – after coming out of paternity leave (doubtless thankful for welfare system). Little did he know there was a huge elephant lurking in the room that would suddenly manifest itself.
The workers said; “We all work our socks off here and just about manage to get by. But my neighbours do nothing. Two of the women have never worked a day in their lives, yet have plasma tvs, designer kids clothes, go on two holidays.. all from the benefits they get.”
Eddie looked perplexed and enquired; “Is that the general consensus around the table?” Many seem to know the answer to that but Labour’s leader doesn’t.
So, ask Labour’s Blair, Brown, Balls, Johnson, the right pair of Milibands, Blunkett, Johnson, Clarke, Harman, et al these questions:
Why are the coalition telling is there’s no money left?
Why were MP’s expenses allowed to run up to abusive levels?
Why was gold sold off cheaply?
Why was nothing put aside during the boom times?
Why wasn’t parliament reformed?
Gordon Brown admited to Paxman that he (and Jeff Randall as it happens) foresaw a stock and cash crisis back in 2006, also ask; Why wasn’t banking reformed?
International statistics demonstrate that a number in the UK are feigning a disability, so dont you want to know; How likely is it that 45% of the ‘unemployed’ 24-35 year olds have depression and can claim benefits?
Immigrants should claim asylum when and where they first set foot into Europe. Dont you want to ask; Why did Gordon Brown bow to France’s pressure to sign the UK up to EU immigration influx and their welfare & benefits?
EU ‘migrants’ are coming over to also take advantage, this bloated and exploited Welfare & Benefits system risks the destruction of the UK. Toynbee AGAIN defends the masses of women with kids in council houses, never ACTUALLY EVER intending to work. Where does it say “You have a kid and have a right to claim a HOUSE from the state”??? Accommodation of sorts like hostels or house-shares maybe, but not a house.
Next time you see one thank a Labour minister for ensuring that 70% of all new jobs went to non UK workers. But ask them; Why?
Dont you also want to know from Labour Why there has been an immigrant influx of 3.5% population and what figure they regard as unsustainable?
The UK is being exploited by people that are unlikely to lift a finger to defend the nation. Now, there’s so many legal cases, with solicitors all too willing to appeal and appeal… clogging up courts, costing taxpaers millions, and all for Human Rights that combat military dont get a sniff of. GAMU is an illegal immigrant. Her mum’s out shopping in her Rover 75, bags of stuff in her long dress. Not beng deported.
WORK HAS TO PAY:
Sweden – 2 years and no work = no benefits.
28% of adults do not work in this country. For whatever reason. Its not a funny joke.
Give ‘earning a wage’ more longevity than relying on benefits.
BLOATED welfare has to be rolled back. Make doing something for society more accessible, no matter what cards are dealt.
I increasingly support Dave, Nick and the coalition because I have had enough.
