Funny, yes, but HMRC are doing exactly what (IMO) they should be. They’ve put all their staff manuals online, stripped of the sensitive bits. Good on them!
So this page is from a manual aimed at their own employees. How they detect fraud is something that should be excluded from FOI – it’s of major interest to fraudsters, and limited interest to the rest of the public.
